MRA Board Profiles

Mr Eric Lumsden     

Mr Eric Lumsden, Chairman

Mr Lumsden is currently the Director General of the Department for Planning.  With more than 30 years experience in local government, Mr Lumsden has previously held positions as CEO of the City of Melville and City of Swan; Commissioner of the City of South Perth; and Chair of the Council of Swan TAFE and Eastern Metropolitan Regional Councils CEO Group. He is also a former EPRA Board Member.  Mr Lumsden is a Life Fellow of the Planning Institute of Australia, Fellow of the Australian Institute of Management and Fellow and past President of the Local Government Managers Association (WA Division). Mr Lumsden holds Masters Degrees in Town Planning and Business Administration and post graduate qualifications in Local Government and Social Sciences. In 2005 he was awarded the Public Service Medal for his contribution to Local Government and a place on the Queen's Birthday Honours List.  In 2010, he was awarded the LGMA Gold Medal for his outstanding achievements and contributions to the profession of local government management and was recently awarded the National Fellow Award by the Institute of Public Administration.

Mr Donald Humphreys, Deputy Chair

Mr Humphreys has over 35 years experience as a Chartered Accountant, spending the last 11 years as managing partner of Ernst & Young – Western Australia. He has been chairman and a non-executive director of a number of listed and unlisted companies, including Foodland Associated Ltd., Progressive Enterprises Ltd, St Andrews Insurance Australia Ltd., and Farmers Deka Ltd. He was previously a board member of the Art Gallery of Western Australia, the Fremantle Hospital Health Service, a Councillor of the City of Subiaco a member of the Council of Curtin University of Technology and the Honorary Treasurer of the Royal Flying Doctor Service’s $17m aircraft replacement campaign. Mr Humphreys was also Chairman of the Subiaco Redevelopment Authority and Deputy Chairman of the EPRA Board. He is also a Fellow of the Institute of Chartered Accountants in Australia, the Chartered Institute of Secretaries and Administrators and has an honorary Doctorate of Letters from Curtin University.

Cr Carol Adams, Board Member

Carol was elected as a councillor to the Town of Kwinana in May 1997, she served as Deputy from 2005-2006 before being elected as the first woman Mayor to the Town in May 2006.  Carol was recently re-elected unopposed to the position of Mayor until her term expires in October 2013.

Carol holds a law degree, and has practiced law since 1998, she is also a graduate of the Australian Institute of Company Directors. Amongst Carol’s numerous council commitments she is a member of the South West Metropolitan Zone and a WALGA State Council delegate. Carol is currently the Local Government Representative on the Standards Panel, the WA Local Government Superannuation Trustee Plan Board, and the Planning Ministers nominee to the WAPC’s Statutory Planning Committee and Infrastructure Co-ordinating Committee and national deputy chair to the National Growth Area Alliance, representing 24 outer metropolitan growth councils throughout Australia. Carol has a keen interest in improving the local image of Kwinana and economic development and planning of the Kwinana and South metropolitan region.

Ms Fiona Kalaf, Board Member

Ms Kalaf has wide-ranging business experience, working in senior executive positions for high profile organisations in Western Australia. Her qualifications include a Master of Business Administration (Advanced), a Graduate Diploma of Business (Distinction), Bachelor of Architecture and Bachelor of Arts. Ms Kalaf also has considerable board and committee experience, including roles with the Central Perth Planning Committee, the Chairperson of the Art Gallery of Western Australia, the UWA Advisory Board to the Lawrence Wilson Art Gallery, the Council of WA, the Curtin University of Technology Community Leaders Forum and the Australasian Institute of Banking and Finance.

Mr Gary Prattley, Board Member

Gary Prattley has more than 44 years’ experience in planning, urban management and governance at local, metropolitan, regional, state and national government levels. Mr Prattley also has private sector planning experience as senior planning consultant working across Australia and headed government planning systems in Western Australia, Tasmania and the Australian Capital Territory. He was responsible for Metropolitan Sydney in the New South Wales Department of Infrastructure and Planning.  For four years, from 1997-2001, Mr Prattley was the Chief Executive Officer of the Ministry for Planning in WA, a predecessor for the Department of Planning.

Mr Prattley has a Masters in Town Planning; is a certified practising planner; fellow of the Planning Institute of Australia and the Australian Property Institute; and a member of the Urban Development Institute of Australia. He was appointed Chairman of the Western Australian Planning Commission in April 2009.

Dr Fred Affleck, Board Member

The former Chairman of the Midland Redevelopment Authority, Dr Affleck is a transport expert with experience in industry and consulting in NSW, Victoria, South Australia and WA and in academia.  He is Chair of the Freight and Logistics Council of Western Australia and of the Planning and Transport Research Centre, and Deputy Chair of the Fremantle Port Authority.  He is a Fellow of the Australian Institute of Company Directors and the Chartered Institute of Logistics and Transport.

He was a Commissioner on the National Transport Commission from 2006 to 2008 and is Adjunct Professor at Curtin, Murdoch and Edith Cowan Universities.

 

 

Mr Charles Johnson, Board Member

Mr Charles Johnson was the former Chairman of the Armadale Redevelopment Authority.  He has a background in urban geography and town planning, with almost 30 years experience working at Local and State Government levels as well as a period in private consultancy.  He is currently the principal of a planning consultancy, President of the Planning Institute of Australia (WA division) and formerly the Executive Director of Strategic Policy and Research at the Department of Planning.
