Land Redevelopment Committees

Land Redevelopment Committees have been established for each redevelopment area to enable community and local government involvement in the development and delivery of urban renewal projects.  The four committees - one each for Armadale, Central Perth, Midland and Subiaco - will have planning powers delegated by the MRA Board and will provide advice on local matters. 

Membership of the committees represents a cross-section of experience in local government, planning and urban renewal and show a strong understanding of the needs of local communities.

Central Perth Land Redevelopment Committee

Ms Fiona Kalaf, Deputy Chair
Ms Kalaf has considerable Board and committee experience, including roles with the Central Perth Planning Committee, the former East Perth Redevelopment Authority, Chairperson of the Art Gallery of Western Australia, the UWA Advisory Board to the Lawrence Wilson Art Gallery and the Australasian Institute of Banking and Finance. Ms Kalaf has wide-ranging business experience, working in senior executive positions for high profile organisations in Western Australia. She is currently the CEO of Lifeline WA. Her qualifications include a Master of Business Administration (Advanced), a Graduate Diploma of Business (Distinction), Bachelor of Architecture and Bachelor of Arts.

Lisa Scaffidi, City of Perth Lord Mayor
Ms Scaffidi was elected as Lord Mayor of the City of Perth in October 2007, and re-elected in October 2011. In her role as Lord Mayor, Ms Scaffidi presides over Committee and Council meetings. Ms Scaffidi is currently a member of the Capital City Council of Lord Mayors (Chairperson in 2012), and is an immediate Past President of the World Energy Cities Partnership. 

Armadale Land Redevelopment Committee

Mr Charles Johnson, Chair
Mr Johnson was formerly the Chairman of the Armadale Redevelopment Authority.  He has a background in urban geography and town planning. Mr Johnson has almost 30 years’ experience working at local and state government levels and a period in private consultancy.  He is currently the principal of a planning consultancy, President of the Planning Institute of Australia (WA division) and formerly the Executive Director of Strategic Policy and Research at the Department of Planning. Mr Johnson is currently a member of the Metropolitan Redevelopment Authority Board.

Cr Carol Adams, Deputy Chair
Cr Adams was elected to the Town of Kwinana in May 1997. She served as Deputy Mayor from 2005-2006 before being elected Mayor in May 2006. Cr Adams was recently re-elected unopposed to the position of Mayor; her current term expires in October 2013. Cr Adams holds a law degree and is a graduate of the Australian Institute of Company Directors. Amongst her numerous council commitments Cr Adams is a member of the South West Metropolitan Zone and a West Australian Local Government Association State Council delegate. She is currently the Local Government Representative on  the WA Local Government Superannuation Trustee Plan Board, Infrastructure Co-ordinating Committee and WAPC Statutory Planning Committee. 

Cr Henry Zelones, City of Armadale Mayor
Cr Zelones was first elected as a Councillor of the City of Armadale in 1989 and is the current Mayor. He has a wide range of experience in Local Government and in the planning portfolio with the City of Armadale. In 2004, Henry was appointed a Deputy Member of the West Australian Planning Commission and a full member in 2010. Mayor Zelones is a WALGA State Councillor elected by WALGA’s Southeast Metro Zone in 2005 and chaired the Planning Reform Policy Forum since 2010.  Mayor Zelones is a founding Board member of the former Armadale Redevelopment Authority.

Mr Linton Reynolds
A Councillor at the City of Armadale from 1989 until 2011, Mr Reynolds was Mayor for the last 10 years of that period.  Currently he chairs the West Australian Local Government Grants Commission which he has been a member of since 1995.  Mr Reynolds was an inaugural member of the Armadale Redevelopment Authority Board. Awarded the Local Government Medal in 2005, he was made a Member of the Order of Australia in 2006.

Mr Matthew Handcock
Mr Handcock was a councillor for the Town of East Fremantle from 1992 until 1995 and is a previous board member of the Armadale Redevelopment Authority. He has practiced law in the fields of insurance, local government and general commercial and property law and has extensive advocacy experience. Mr Handcock is currently the Commercial Manager for Arccon Mining Services WA) Pty Ltd.

Midland Land Redevelopment Committee

Mr Nick Bruining, Deputy Chair
Nick Bruining operates his own financial planning firm, N.C. Bruining and Associates in Midland. His other roles include deputy chair of the Forrestfield and Districts Community Bank Limited and personal finance writer and commentator for The West Australian newspaper and various radio outlets. He is a former director of the Financial Planning Association of Australia, Northam’s Avon Descent Association, Mazenod College Limited and is a Fellow of the Institute of Company Directors.

Cr Charlie Zannino, City of Swan Mayor
Cr Zannino was re-elected Mayor of the City of Swan in 2011 and has been a City of Swan Councillor for more than eighteen years, representing Swan Valley and more recently, Gidgegannup. For seven of those years, Cr Zannino served as City of Swan Mayor/Shire President. Cr Zannino is currently Chairman of the Governance Committee, Chairman of the Midland Oval Redevelopment Committee, Chairman of the Swan Valley Visitor Centre Re-location Committee, Deputy Chairperson of the Swan Valley Planning Committee, and a Member of the Eastern Metropolitan Regional Council (EMRC). In addition, Cr Zannino is currently a Member of the Midland Parking Strategy Implementation Group, and a Member of the Development Assessment Panel. Cr Zannino was formerly a member of the Midland Redevelopment Authority Board.

Mr Brian Hunt
Mr Hunt has experience in property development, project management, administration, Government, private industry and not-for-profit Boards and management committees. He was previously the Principal of a town planning and land surveying consultancy in Midland. Mr Hunt has served two terms as a Councillor for the Shire of Mundaring, and was named as a Joint Citizen of the Year in 1988. During the 1990s, he served for several years on the North Metropolitan Regional Development Council. He is a founding and continuing member of the Swan Valley Planning Committee established under the Swan Valley Planning Act 1995 to provide advice to Government. Mr Hunt is a member of the Swan Chamber of Commerce and the Planning Committee which provides advice to the Chamber’s Board.  

Dr Ann ten Seldam 
Dr ten Seldam sat on the Board of the Midland Redevelopment Authority from 2008 to 2011. She is currently the Chairperson of the Swan City Youth Service. Dr ten Seldam has had extensive community experience and involvement with primary-care health and involvement with the Royal Flying Doctor Rural Female GP Outreach Service. She has worked with youth and has taught undergraduate students and GP Registrars. Dr ten Seldam has also been on the Advisory Panel, Health and Medicine for the Winston Churchill Fellowship.

Subiaco Land Redevelopment Committee

Dr Lynley Hewett, Deputy Chair
In the past, Dr Hewett has chaired many committees at local government level as well as chairing the Western Suburbs District Planning Committee and sitting on the Central Planning Committee of WAP and the Metropolitan Main Roads committee.She has been a member of many medical committees and was a former member of the Subiaco Redevelopment Authority Board and Audit Committee. She is a graduate of the University of Western Australia and a consultant anaesthetist with Fellowship degrees from the College of Anaesthetists of London, Australia and New Zealand. Dr Hewett is a Graduate of the Australian Institute of Company Directors.

Ms Sharni Howe
Ms Howe is a former Board member of the Subiaco Redevelopment Authority. In 1997, she established her own Urban Design consultancy after a successful career overseas and within Australia. She has accumulated a wide range of experience on Urban Renewal projects and been recognised with a series of Awards, locally and nationally.

Mr Loren White
Mr White was the inaugural Deputy President of the Western Metropolitan Regional Organisation of councils and a former Board member of the Subiaco Redevelopment Authority. He served as a Councillor on the City of Subiaco for 19 years, providing valuable input to the strategic planning of the City’s long-term financial vision.  Mr White has made a significant contribution to the development of the Subiaco Town Planning Scheme No. 4, and is committed to the development of policies and procedures which support orderly planning within the City of Subiaco.

Mr David Hartree 
Mr Hartree formed Hartree+Associates Architects (H+AA) in 1992 (Perth CBD). As winner of multiple state and national awards, H+AA have established a reputation for delivery of innovative and thoughtfully crafted architecture. Current projects are diverse and include; affordable workers accommodation modules, private homes testing innovative construction systems, a 75 bed Aged Care Facility that reinvents an established building type, and collaboration on a planning submission for the Perth Entertainment Centre site. H+AA have previously completed seven homes within the Metropolitan Redevelopment Authority precincts, and supported by an in-house scale model workshop have produced master plan and precinct models for East Perth, Subi Centro, Australian Fine China, Perth City Link and Perth Arena.
