Planning Framework

The MRA manages all aspects of planning within Perth City Link project area. The overarching Master Plan, Redevelopment Scheme and precinct-specific Design Guidelines guide all developments within the project area and ensure sustainability, innovation, high quality outcomes and planning certainty for investors.

We work with our development applicants and industry experts to achieve the best outcome for each place. All Development Applications must be submitted and approved by the MRA before any work takes place.

In 2008, community comment was sought on Scheme Amendment No. 22 and The Perth City Link draft Design Guidelines with submissions closing in January 2009. In April 2009, the Minister for Planning approved Scheme Amendment No 22 and the former EPRA Board adopted The Link Design Guidelines. 

A review of Section 4.2.9 ‘Lot 10’ and Section 4.2.10 ‘Lot 11’ for the Horseshoe Bridge Plaza Precinct was conducted in late 2009. In March 2010 revised Design Guidelines - which reflect changes to the City Square, the removal of the proposed tower building and the extension of the public space - were released for public comment. This review will not affect any other provisions within the Design Guidelines approved by the former EPRA Board.
