The Year Ahead
In 2009/2010 the MRA will invest nearly $11.657 million on remediation and adaptation projects to prepare the site for major institutional uses.
The major projects to be undertaken include:
- Remediation works in the 17ha Helena East precinct, which contains the main heritage buildings. The full remediation of the precinct has been delayed by reduced funding this financial year. The works program is now expected to conclude in 2010/2011.
- Completing the planning and design of the Helena East precinct.
- Completing the planning and subdivision of The Workshops, the centrepiece of the Midland redevelopment project, in light of potential higher eduction use.
- Progressing an integrated subdivision concept for the WAMIA Saleyards site and adjacent landholdings to suit likely development program.
- Developing design guidelines for the Midland Health Campus and continue to work closely with the Department of Health on master planning for the site and opportunities for health-related activities in the redevelopment area.
- Continuing the development of a creative industries precinct on the Railway Workshops site in conjunction with FORM, with emphasis on securing funding for the development of the Foundry to bring the Midland Atelier concept to fruition.
- Pursuing key transport projects including the Lloyd Street extension and grade separation at the rail line; alternative freight reservation to avoid Central Midland; pedestrian crossing of rail at Cale Street; extension of Keane Street through to Victoria Street; feasibility of converting one-way pair back to two-way streets; and providing an additional link road along the embankment from Lloyd Street to The Workshops.
- Continue the public art program, including installing major "Tower of Memory" pieces at The Workshops.
The MRA has achieved significant redevelopment of the heart of Midland in the past nine years. Under-used land has been substantially developed, adding to the vibrancy and emerging night culture in the city centre. Interest in the area remains strong and keen investors quickly snap up any repurchased lots.
When The Workshops site is fully remediated, the MRA will realise its vision of successfully retrieving an ailing State asset.
